There is no fully online system to apply for BU permission in Ahmedabad today. You still need to go through AUDA or AMC offices. Some related document requests can be made through AUDA's Integrated Document Access System (IDAS). If someone tells you BU permission can be generated online instantly, check this claim directly with AUDA or AMC first. 

BU Permission Documents Checklist 

The exact list can change slightly by project type. But most BU permission applications need these documents: 

  • A signed application form from the owner 

  • A copy of the original sanctioned building plan 

  • A completion certificate from the registered architect or engineer 

  • Registration documents of the architect, engineer, and site supervisor 

  • Property ownership papers, such as the title deed 

  • Site photos from every direction of the plot

The Ahmedabad Municipal Corporation has set a 45-day internal deadline. This applies to new properties, for tax evaluation, once BU permission is issued. AMC's estate department must now inform the tax department quickly after BU is granted. The goal is faster, more accurate tax billing in the real owner's name. This should also reduce disputes between buyers and builders over old unpaid dues. 

There is a second change, too. AMC has said it will now ask for a "no dues" certificate from the tax department before it permits BU. This closes to an old gap. In the past, some developers owed property tax on open land during construction. This was often not checked before BU was granted. 

What does this mean for you as a buyer? BU permission is now more closely tied to tax compliance than before. That is a good thing. It lowers your risk of inheriting a builder's unpaid tax bill after you take possession. As with any civic process, always confirm the status of these rules directly with AMC. 

Does BU Permission Expire or Need Renewal? 

Some buyers search for "BU permission renewal." They expect it to work like a license that needs periodic renewal. Based on publicly available AUDA and AMC guidelines, BU permission does not have a fixed expiry date. It also has no renewal cycle, unlike a driving license or trade license. It is a one-time certificate tied to the building. It is issued once construction is verified as complete. 

That said, BU permission is tied to a specific approved use. If you later change how the property is used, for example turning a residential unit into a shop, you need a fresh approval for that changed use. This is not automatic, and it is not the same as "renewal." If a source claims BU permission expires after a fixed number of years, verify this directly with AUDA or AMC. This claim is not confirmed in their published guidelines. 

How BU Permission Affects Property Valuation and Resale 

BU permission does more than satisfy a legal checklist. It directly affects what your property is worth on paper. A flat with clear BU approval is easier to value accurately. Banks and valuers can confirm the built-up area and use match official records. A flat without it often gets valued lower. Valuers may also flag it as a risk, since part of its status is technically unverified. 

This shows up most clearly at resale. Buyers researching a resale flat almost always ask for the BU certificate early on. Their bank will ask for it too, before it sanctions a loan. A missing BU certificate can shrink your pool of buyers to only cash buyers. This usually means a lower final sale price. 

BU Permission for Residential vs Commercial Property 

The basic approval process is similar for homes and shops. But there is one key rule to remember: BU permission is use-specific.

  • Get any pending approval in writing. If BU is still pending, get a written timeline from the builder inside the sale agreement itself, not just a verbal promise.
